Digital roll-call: a mustering compliance checklist

Start with the legal duty
Before comparing products, be clear what the law asks. Under the Regulatory Reform (Fire Safety) Order 2005, the responsible person must establish appropriate procedures, including safe evacuation, ensure they can be carried out, and appoint enough competent people to help. The Management of Health and Safety at Work Regulations 1999, Regulation 8, add a duty to have procedures for serious and imminent danger.
Neither instrument prescribes a technology, and neither is satisfied by a plan that has never been shown to work. The practical test is whether, on a bad day, you can get everyone out and confirm they are out within a defensible time. A digital roll-call is a means to that end, so judge any system against how well it delivers a fast, reliable, auditable count.
The checklist: what to confirm before you choose
1. Who must be counted? A muster is only complete if it includes contractors, agency staff and visitors, not just directly employed workers. Confirm the system knows about everyone on site, not only those on the payroll.
2. Does it count without human interaction? Any method that relies on people remembering to sign in, scan a badge, or press a button will fail some of the time under stress. Prefer a system that reads a carried tag automatically as people reach the muster point.
3. How fast is a full head count? Set a target, for example a complete count within a small number of minutes, and ask a vendor to demonstrate it against realistic numbers rather than a handful of people.
4. Does it show who is still inside, and where? A count of who is safe is only half the answer. The system should show who is missing and where they were last detected, so a search is directed rather than blind.
5. Is the record auditable? You need a timestamped log of when the alarm was raised and when each person was accounted for, retained for investigations, insurers and inspections.
6. Does it work when the network or power is disrupted? Ask what happens in the exact conditions an emergency creates, and how the system degrades.
Why manual and badge-based methods fall short
A clipboard roll-call assumes the register is current, the warden holding it is present, and people arrive in an orderly line. Incidents break all three: registers go stale as contractors and visitors come and go, wardens can be off site or caught in the incident, and people leave by the nearest exit and help each other rather than filing past a marshal.
Turnstile or badge-in data is no better as a safety record. It tells you who crossed the boundary at the start of the day, not who is still inside a specific building now. And any scan-to-muster approach reintroduces the human step that fails under pressure. The systems that hold up are the ones that count people passively, without asking anything of them at the worst possible moment.
